25 KB sits between the very tight limits and the roomier 50 KB cap. At this size a headshot keeps its eyes and outline clean, and a signature has space to spare.
The tool lowers quality first. If the picture is still too big, it reduces the width and height in small steps rather than one large jump, so you keep as many pixels as the limit allows.

What 25 KB looks like
Twenty-five kilobytes is 200,000 bits, enough for about 450 by 450 pixels of a calm picture. A portrait of 400 by 500 fits when the background is plain. A busy outdoor scene of the same size usually needs a smaller canvas.
A short checklist for portrait photos
Face the light, keep the background one colour, and fill the frame with head and shoulders. These three habits give the encoder large flat areas that cost almost nothing, and spend the budget on the face. Remove glasses glare by tilting your head slightly before you shoot.
When the file is smaller than you expected
If the result lands at 12 or 18 KB, the picture was simple and there is room left. Choose Custom in the Target size menu, enter 24, and run it again to get more detail while staying under 25.
Some forms also set a minimum, such as 20 KB. A plain photo can fall below that floor, so check the size in the result row before you upload.
Scans of certificates and ID cards
A flat scan of a card or certificate is a different job from a photo. It is mostly white with sharp dark text. JPEG can fit it into 25 KB, but at that size it leaves grey haze around the letters. Set the format to PNG or WebP and shrink the page to a width where the small text is still readable.
Check the result by reading the smallest line on the document at full size. If you can read it there, the person at the other end will be able to as well.

Frequently asked questions
Is 25 KB the same as 25 KiB?
No. Here 1 KB is 1000 bytes, so the file is under the limit by either way of counting.
Why do two similar photos come out at different sizes?
Content decides. Smooth skin and a flat wall compress further than hair, foliage and patterned cloth.
Can I use this for a scanned signature?
Yes, and it will usually finish well under 25 KB. Use a smaller target if the form sets one for signatures.
Does it strip location data?
Yes. Metadata such as location and camera details is removed from the result by default.
What if my form wants a minimum of 20 KB?
Set the target to 25 KB and look at the size in the result. If it is under 20 KB, use Custom to raise the target a little and run it again.
Can I compress a screenshot to 25 KB?
Yes. Screenshots with flat colour usually do well as WebP or PNG at a reduced width.
