Austria publishes its passport photo criteria on the government portal oesterreich.gv.at. The first of them is the format: the photo must be 35 millimetres wide and 45 millimetres high. This page opens the photo maker with that format chosen, and turns the picture you add into a file of 413 by 531 pixels at 300 DPI.
The portal's other measurable criteria concern the head. It must take up about two thirds of the picture, and the distance between the eyes must be at least 8 millimetres. Neither is checked by this tool, but both are easy to verify on the result yourself, and the section below shows the pixel values to look for.

Two thirds of the picture, 8 millimetres between the eyes
On a photo 45 millimetres high, two thirds is 30 millimetres, or about 354 of the file's 531 pixels. Place the crop frame so the head, from chin to the top, spans roughly that much, leaving a clear strip above the hair. Eight millimetres between the eyes corresponds to 94 pixels on the finished file. If your eyes are closer together than that on the result, the head is too small in the frame.
Background: light, ideally grey
The portal says the background must be a single colour, light, ideally grey, and must not have a pattern. That makes Austria one of the countries where a white backdrop is not the target. A pale grey wall or a grey sheet of card behind you works well. This preset's "Replace the background" option fills with light grey to match.
A replaced background changes only what is behind you. Shadows across the face and glare on glasses stay in the picture, so sort out the lighting before you press the shutter.
No older than six months
According to the portal, the photo must not be older than six months. So even a perfectly sized picture from last year's holiday is not eligible. Take a new one, then crop it here. Once it is cropped, the printable sheet puts eight copies on one 10 by 15 centimetre print, which is handy when several family members renew at once and each needs a set.
Checking the result
The check marks under the photo confirm the pixels, the resolution and the format. They do not measure the head. So open the result in an image viewer that shows dimensions, or measure a printed copy with a ruler: chin to the top of the head should come to about 30 millimetres, and the pupils should be at least 8 apart.
