Belgium follows the photo standards of the International Civil Aviation Organization, and the foreign ministry warns that they are stricter than they used to be. If your photo does not comply, your municipality will have to refuse it. The Belgian embassy in Singapore puts the measurable part in one sentence: format 45 by 35 millimetres, face 25 to 35 millimetres tall including hair, on a uniform light background.

This page makes that photo at 35 millimetres wide and 45 high, saved as 413 by 531 pixels at 300 DPI. With the sheet switched on, a 4 by 6 inch print holds eight copies for the photo lab to print.

Abroad, Belgian embassies and consulates now take the passport photo themselves, so most adults applying there need none. Printed photos are still needed at home, where you hand them to the municipality, and abroad for children under six, whose parents apply for them.

Check the official requirements before you submit. We resize to the numbers shown; we do not check face position, expression, glasses, lighting or background rules.

Four light colours

The embassy lists the colours that count as light: white, light grey, light yellow and light blue. Whichever you choose, the background must be uniform, with no shadows and no gradations from one shade to another. A gradation is what an unevenly lit wall produces, darker at the edges than behind the head.

"Replace the background" fills with a light grey for this preset. Check the edge of the hair at full size before you print, because a cut-out outline is easy to spot on paper.

Face size, hair included

Belgium measures the face with the hair, from the chin to the top of the hair, and wants it between 25 and 35 millimetres. On the 531 pixel tall file that is from about 295 to 413 pixels. Long or voluminous hair counts towards the upper limit, so do not crop so tightly that it fills the frame.

Expression and glasses

The foreign ministry's four basic rules ask for a neutral expression with the mouth shut and no smile, head and shoulders straight in front of the camera, and a face that is fully uncovered, with the forehead, chin and the area towards the ears visible. The eyes must be perfectly visible.

Glasses must not be reflective or tinted, and the frames must be neither too big nor too close to the eyes. The ministry adds that you may remove glasses for the photo even if you wear them every day, which avoids the problem altogether.

Photos for a child under six

When a parent applies at an embassy for a child under six, the child does not need to come, and two recent photos complying with the ICAO rules go with the application. A baby photographed lying on a plain white or light sheet, looking up at the camera, is the easiest way to meet the background rule.
