How it works

  1. Add your images

Drag and drop, paste, or pick files. They upload over an encrypted connection.

  2. Pick a quality or a target size

Use the quality slider, or tell it exactly how many KB or MB you need.

  3. Download

Save each file, or grab them all at once as a ZIP.

Estonia's Police and Border Guard Board takes document photos digitally. You can have one taken free in the photo booth at any service office, or upload your own to the self-service portal. A photo you upload must be in colour and unedited, at least 1,300 by 1,600 pixels, between 1 MB and 5 MB, and not older than six months.

This page saves exactly 1300 by 1600 pixels. A picture that size often weighs less than 1 MB even at a high quality, so the file is padded up to the 1 MB floor where needed; the image does not change. The upper limit of 5 MB is never close.

The table shows those figures and the background rule with the date we read politsei.ee. The board's page warns that a photo which does not comply can hold up your document, so read the rules below before you upload.

Check the official requirements before you submit. We resize to the numbers shown; we do not check face position, expression, glasses, lighting or background rules.

Ask someone else, and use the rear camera

The instructions recommend asking a family member, friend or acquaintance to take the picture. If it is taken with a phone, use the rear camera: the board explains that the front camera distorts the shape of the face. Hold the phone at eye level, a little way back, and frame the picture here afterwards rather than standing close.

A light, plain background

The background should be light and of a single colour, without objects or patterns. A pale wall with nothing on it is enough. Stand away from it so your shadow does not fall on it, and face a window or another soft light.

Because the photo must be unedited, leave "Replace the background" off and use a real wall. This page only frames and resizes the picture; it adds no filter or retouching.

Pose, glasses and headwear

Look straight into the camera with the eyes level and the head not tilted, and keep the face in the centre of the photo. Eyes must be visible behind any spectacle frames, and glasses may not reflect light. Headwear and headphones should not be worn.

Young children

For a child up to seven, the board advises having the photo taken at a photographer's studio, because a young child may not face the booth's camera long enough. The rules for children: colour and unedited, a light plain background, the child looking straight into the camera with the mouth closed, and no big hair adornments or toys in the picture.

What is not allowed

A scanned photo is not accepted, and neither is a screenshot of a computer or phone screen. Upload the original file from the camera after framing it here, not a picture of a picture.

Using the booth instead

The booth photo is free and digital, and it can be used for 183 days for applications at any service office or in the self-service portal. If you apply by email after using the booth, say so in the application.
