The Finnish police publish detailed passport photograph instructions. A photo submitted electronically must be exactly 500 by 653 pixels, and the instructions say deviations as small as one pixel are not accepted. It must be saved as JPEG, not JPEG 2000, and the file may be at most 250 kilobytes.
This page saves exactly 500 by 653 pixels as a JPEG and holds it under 250 KB. Do not resize the downloaded file afterwards, or it will no longer match.
In practice the photographer usually sends the photo to the police electronically, and a paper photo can be used if you apply at a police service point. This page is most useful for checking a file, or for a photographer preparing one. The table shows the figures with the date we confirmed them.

Check the official requirements before you submit. We resize to the numbers shown; we do not check face position, expression, glasses, lighting or background rules.
Where the head goes, in pixels
The instructions set the head position in pixels. From the crown to the chin the head must measure 445 to 500 pixels, which they give as 32 to 36 millimetres. Above the crown there must be 56 to 84 pixels of space, and below the chin 96 to 124 pixels.
Sideways, the centre line of the face may differ from the centre line of the image by at most 21 pixels. Place the frame so the nose sits on the middle line and the head fills most of the height, then check the result at full size.
Background and contrast
The background should be plain, light, neutral and free of shadows, and no other people or objects may appear. Choose clothes that stand out from it, so avoid a light grey top against a light grey wall.
Leave "Replace the background" off where you can: a real plain wall gives a more natural edge around the hair, and the police judge the photo as a whole.
Six months, counted from the upload
The photo may be no more than six months old when you apply. The police add that the useful life of a photo uploaded to their photograph server is counted from the time of uploading, so check when the studio uploaded yours.
Who can upload
Photos normally reach the police through a photo studio that uploads them directly to the police server, and a studio can upload only photos it has taken itself. A picture you take at home therefore cannot just be passed to a studio for uploading. If you apply at a police service point, a paper photo is an alternative.
Why the limit is so small
At 500 by 653 pixels, a well exposed portrait saved as a high quality JPEG usually weighs far less than 250 KB. If yours comes out heavier, the picture is probably noisy from poor light, and a retake in daylight helps more than lowering the quality.
