The French administration publishes its rules for identity photos on the official site service-public.gouv.fr. That page gives the photo's width as 3.5 centimetres and its height as 4.5 centimetres. This page opens the photo maker with that format selected, so a picture you add is cut to 413 by 531 pixels, which is 35 by 45 millimetres at 300 DPI.
France differs from many countries on one point that catches people out. The same official page says the background must be plain and light in colour, giving light blue and light grey as examples, and adds that a white background is forbidden. If you use "Replace the background" here, the default fill for this preset is therefore a light grey and not white.
The facts in the table were read from service-public.gouv.fr on the date shown. They are the measurable part of the French rules. The page also describes expression, head position, glasses and photo quality, which no resizing tool can judge. Acceptance is decided at the counter where you apply, so ask there before relying on a photo printed at home.

Face height: 32 to 36 millimetres
The official page gives the size of the face as between 3.2 and 3.6 centimetres, which it describes as 70 to 80 percent of the photo, measured from the bottom of the chin to the top of the skull, not counting hair. On the 531 pixel tall file that is 378 to 425 pixels. Place the frame with that in mind: the face fills most of the height, with only a narrow band above the head.
A light background that is not white
A pale grey or pale blue wall is ideal. A white wall often photographs as light grey in ordinary room light, which can work in your favour, but a bright white that merges with the paper is what the rule excludes. The official page also says a colour photo is strongly recommended.
When you replace the background digitally, pick a tone that still contrasts with your hair and skin. The colour control next to the switch lets you change the grey to a pale blue.
From file to paper
Eight photos of this format fit on one 10 by 15 centimetre print. Switch on the printable sheet, have it printed at a kiosk without resizing, and cut along the outlines. Measure the first copy with a ruler before you cut the whole sheet: it should be 35 millimetres across and 45 down, and a print that was rescaled by the kiosk will not be.
Pixels of the French format
The French page gives centimetres, and a printer needs pixels. At 300 dots per inch, 3.5 centimetres hold 413 dots and 4.5 centimetres hold 531, which is the size of the file you get here. For a print shop that works at 600 DPI, enter the same two measurements under the custom size together with the higher resolution.
