The Department of Foreign Affairs publishes two sets of technical rules, one for the digital photo used by Passport Online and one for the printed photos sent with a paper form. The digital photo must be in colour, a JPEG, at least 715 pixels wide and 951 pixels high, and no larger than 9 MB. Prints must measure at least 35 by 45 millimetres and at most 38 by 50.
This page offers both. The digital preset saves 1430 by 1902 pixels, twice the minimum on each side, which keeps fine detail around the eyes. The print preset makes the smallest allowed size, 35 by 45 millimetres at 300 DPI, and the printable sheet fits eight of them on one 4 by 6 inch photo.
The table lists each figure with the date we read it on ireland.ie. The guidelines say much more about pose and lighting, and the Passport Service reviews every photo, so read them in full before you apply.

Selfies and scans are refused
The guidelines answer the question directly: an online photo cannot be a selfie, and it must not be a scanned print. Ask someone to take the picture from a few steps away, or visit a photo booth or provider. Some providers give you a Photo Code with your prints, which lets the online application fetch the digital file for you.
Keep compression light
Among the technical rules is one that matters for a tool like this: the digital photo must not show compression, loss or compression artefacts. A 9 MB ceiling leaves plenty of room. Leave the quality setting high, do not type a small KB limit, and start from the camera's original file rather than a copy sent through a messaging app.
The rules also forbid digital enhancement, filters and barrel distortion, the bulging look of a wide lens held close to the face.
Light grey, white or cream
The background must be completely plain, in light grey, white or cream, with enough contrast against your face and hair and no shadows on your face or behind your head. Door panels, plants and other objects must not be visible. If you replace the background here, remember that the department says photos must not be digitally altered or edited in any way; a real plain wall is the safer choice.
Why black and white prints are recommended
For printed photos the department recommends black and white, because the picture is printed onto the passport in black and white anyway, but it accepts colour. The back of each print must be white and unglazed, with no ink marks or creases. The digital photo, on the other hand, must be in colour and is converted during processing.
Framing from head to mid torso
The photo should show you from the head down to the middle of the torso, with visible space between your head and shoulders and the edges of the photo. Keep a neutral expression with the mouth closed and look straight at the camera. Glasses are allowed when there is no glare and the frames do not cover the eyes; sunglasses are not. Uniforms and clothing with insignia are not permitted.
