The Dutch government publishes one set of photo requirements for the passport, the identity card and the driving licence. The size is fixed at 35 by 45 millimetres, width by height, and the photo must be printed at a resolution of at least 400 dpi on high quality, smooth photo paper. It may be at most six months old when you apply.
Because of that resolution rule, this preset works at 400 DPI rather than the 300 used for most countries. The file measures 551 by 709 pixels, which prints at exactly 35 by 45 millimetres at 400 DPI, and the printable sheet still fits eight copies on a 4 by 6 inch photo.
The table shows the size and background from Rijksoverheid.nl with the date we read them. The same page also sets rules for the face, glasses, lighting and posture, which follow below.

Check the official requirements before you submit. We resize to the numbers shown; we do not check face position, expression, glasses, lighting or background rules.
Face length and width
For anyone aged 11 or older, the face must measure 26 to 30 millimetres from chin to crown; for children up to 10 the range is 19 to 30. Its width, from the base of one ear to the other, must be 16 to 20 millimetres. On the 709 pixel tall file, 26 to 30 millimetres is about 410 to 473 pixels.
The head must be shown completely and in the middle of the photo. A frame placed too high cuts off the top of the head, which the page shows as a rejected example.
Three background colours
The background may be light grey, light blue or white, as long as it is even, a single colour and without a gradient, with enough contrast between head and background. A wall lit unevenly by a lamp often shows a gradient from light to dark, which counts as a fault. Light the wall from two sides or stand further from it.
The page also says the photo must not be edited. If you use "Replace the background", which fills with light grey here, you are editing the picture, so a real plain wall is the better route.
Glasses and head coverings
With glasses, the eyes must be fully visible behind completely clear lenses, without disturbing reflections or shadow. Head coverings are allowed when religion or belief does not permit an uncovered head; the covering must then be even, one colour and contrast with the background. The page also allows one after hair loss from medical treatment or illness.
Children under six
Children younger than six do not have to keep their eyes level, hold the head straight or the shoulders square, and they need not have a neutral look, look straight into the camera or close the mouth. If a child needs support, it must not be visible in the photo; the page suggests keeping the supporting hand under the clothing.
