Singapore's Immigration and Checkpoints Authority gives its photo size in pixels, not millimetres. Its photo guidelines state that the dimension is 400 by 514 pixels for upload of photos via e-Services. This page opens the photo maker with exactly that size, so the picture you add is cropped to the right shape and saved at 400 by 514.
The same guidelines put the largest file accepted online at 8 MB and list the extensions that are accepted: jpg, jpeg, heic, heif and png. A 400 by 514 pixel photo weighs a small fraction of that limit, so file size is not a concern in practice. The result is saved as a JPG unless you choose PNG in the panel.
ICA's page explains that its requirements are based on international standards for travel documents. The page we read did not put a background colour or a head size into numbers, so none appears in the table below and this preset claims none. An unusual shape
400 by 514 is close to, but not the same as, the 35 by 45 millimetre format used elsewhere: its ratio is 0.778, the same as seven to nine. A photo cropped for a European document therefore has the right proportions already, and only needs to be saved at this pixel size. The frame on this page is locked to the shape, and the size line under the preset confirms the pixels.
Small files need a careful crop
At 400 pixels wide there is little detail to spare. Start from the original, full-resolution picture from your camera and not from a screenshot or a copy forwarded through a messaging app, which may already have been shrunk and recompressed. If the area inside the frame has fewer than 400 by 514 pixels, a warning appears under the result because the picture had to be enlarged.
Keep the JPG quality high. With an 8 MB ceiling there is no reason to enter a low KB limit, and a heavily compressed face shows blocky artefacts that a reviewer may object to.
If you hand in a print
For hardcopy photos, the guidelines ask for a matte or semi-matte finish and say that a new colour photograph must be submitted for a new application. The page did not state the print's millimetres where we read it, which is why this preset is pixel-only. If you need a paper photo, follow the size given on the form you are completing, and enter it under the custom size.
Before you upload
The pixel line under the result should read 400 × 514 with a check mark. Save the file under a name you will recognise and upload it straight to the e-Service. Sending it through a messaging app or opening it in an editor on the way can compress or resize it again, so use the file as it was downloaded.
