The Federal Authority for Identity, Citizenship, Customs and Port Security, known as ICP, publishes a services guide that lists what each application needs. For passport services for UAE nationals it asks for a personal photo of 3.5 by 4.5 centimetres with a white background, recent and conforming to the specification of the International Civil Aviation Organization.

The photo maker below starts at that size, saving a file of 413 by 531 pixels at 300 DPI that prints at 35 by 45 millimetres. With the sheet option, eight copies fit on a 4 by 6 inch photo.

The table links the 2024 guide we read, and the date. It is written for Emirati citizens. Residents and visitors applying for visas or an Emirates ID follow the requirements of the service they use, which this page does not cover.

The conditions listed with every passport service

The guide repeats the same short list under each passport service: the picture is recent and follows the ICAO specification, the background is white, hands do not appear above the shoulders, the eyes are open and the picture has no frame. That last point means no border, so print the file edge to edge and trim along the gaps on the sheet.

One entry adds a photo width of 35 to 40 millimetres. The 35 millimetre width made here sits at the lower end of that range.

What ICP's photo standards say

ICP's frequently asked questions describe the approved photo standards in a few more words. The photo must be of high quality and show clear facial features and eyes, without shadows or reflections. Hats and sunglasses are not allowed. Medical glasses are permitted as long as they do not cover the eyes, and the face must be straight with a neutral expression.

Updating a young child's photo

Children's faces change fast. ICP's answers mention a service for a child under five whose features have changed noticeably: a recent passport photo of the child is submitted and a new passport is issued. Prepare that photo the same way, and for a baby, reach the white background by laying the child on a plain white sheet.

Light and background at home

A white wall photographed indoors often turns grey or yellow under ceiling lights. Face a window for even daylight, stand a little away from the wall so no shadow falls behind you, and keep your hands down. If the wall still looks grey, "Replace the background" fills it with white for this preset; check the edge of the hair before you print.

For the print, choose a photo lab over a home printer, since ICP asks for a high quality photo.
