Slovenian embassies publish visa information on gov.si, the Slovenian government portal. The Embassy in Manila asks for a recent identity photograph in accordance with ICAO standards for a short-stay Schengen visa, and for a long-stay D visa for family reunification it gives the size: a photograph measuring 45 by 35 millimetres, again to ICAO standards.
This page makes that size, 35 millimetres wide and 45 high, as 413 by 531 pixels at 300 DPI. The printable sheet holds eight copies on a 4 by 6 inch photo.
The page names no background colour, so the table shows only the size and the date we read it. Other Slovenian missions publish their own pages and checklists, which you should read for the post where you apply.

What ICAO standards ask for
The phrase refers to the photo rules of the International Civil Aviation Organization used for machine-readable passports. In practice: the face straight to the camera and centred, eyes open and visible, mouth closed and a neutral expression, even lighting without shadows, and a plain light background with nothing else in the picture.
If you are unsure whether your photo complies, show it to a photographer who makes document photos before you apply.
Fingerprints and the photo together
Slovenia uses the EU Visa Information System. During the procedure, applicants give all ten fingerprints, which are recorded together with the photograph and kept for five years from the end of the procedure. The photo you hand in is part of that record, so a clear, recent likeness matters.
Where you apply in the Philippines
The Manila embassy page links checklists for business, sports, tourist and visit visas, and names the VFS centres in Manila and Cebu. Read the checklist for your purpose of travel before you print anything.
Printing the photo
Have the sheet printed at a photo lab or kiosk on photographic paper with resizing turned off. Cut one copy out along the gaps and check it with a ruler: 35 millimetres across and 45 down. Keep the spares from the same sheet in case one is damaged.
Background and editing
With no colour named, a plain light wall is the safe choice; white or a light grey both suit the ICAO idea of a plain background. "Replace the background" fills with white for this preset if you need it, though a real wall avoids any question of editing.
